Close to Dallas, Still Room to Build
Barndominium builders who work south of Dallas get a lot of calls about Red Oak, because it is about as close to the city as Ellis County gets. Red Oak sits along the northern edge of the county, about 18 miles south of downtown Dallas on Interstate 35E, which has two exits in town. It grew from 10,769 people in 2010 to 14,222 in 2020, up 32.1 percent, and the 2025 estimate is 20,394. The town started as Possum Trot before taking the Red Oak name in 1849, got the Missouri, Kansas and Texas Railroad in 1884, and incorporated in 1949.
A patchwork of jurisdictions
Red Oak's neighbors are Glenn Heights, Lancaster, Ferris, Pecan Hill, Waxahachie and Oak Leaf. With that many cities in a small area, a rural-looking parcel can sit inside one city's limits, inside another's extraterritorial jurisdiction, or in plain unincorporated county. Each answer sends you to a different office.
Here is an example of how the layers stack. The City of Pecan Hill, right next to Red Oak, tells residents that the Ellis County Department of Development must approve work first, and the county's approval covers the septic system; the city then issues its own permit. So on some properties near Red Oak, you may need both a county septic approval and a city building permit. We sort that out at the start so nobody is surprised halfway through.
What Ellis County permits
For land in unincorporated Ellis County, the county's position is that any activity on the property needs a permit. That includes the obvious items in a barndo project, such as the home, shop or barn, plus things people forget, like a pond, a water tank, a carport or a pool. The county permit office is the Department of Development in Waxahachie.
Land is getting scarcer
Open land this close to Dallas does not stay open long. In 2023, Google announced a data center campus on a 375-acre site off Ovilla Road in Red Oak. Projects like that bring roads, power lines and new neighbors. If you are buying acreage here for a barndominium, look at what is planned nearby and how the property is zoned or platted around you, not only at the view today.
Smaller tracts, smarter plans
Because Red Oak parcels tend to be smaller than tracts farther south, layout takes more thought. A septic field, a well or water line, a driveway with turning room for a trailer, a detached or attached shop and the house all need space, and setbacks eat into the edges. Some ways we make a tighter lot work:
- Put the shop and living space under one roof instead of two buildings
- Use a two-story barndo design with bedrooms in a loft above the shop
- Orient the long side of the building to keep the driveway short
- Place the septic area first, then fit the building around it
Building for the ground and the weather
Red Oak sits at about 604 feet and has hot, humid summers and generally mild to cool winters. We start with a soil test and design the slab for what it finds, not for an assumed soil. On the building envelope, we plan insulation to stop condensation on the underside of metal roof panels and size HVAC to the insulated shell.

Red Oak Questions
My land is near Red Oak but I am not sure which city it belongs to. Does that matter?
Yes. With six neighboring cities, the parcel could be in a city, an ETJ or unincorporated Ellis County, and each sends permits to a different office. We confirm that first.
Can I need both a county and a city permit?
In some small cities near Red Oak, such as Pecan Hill, the county approves the septic system and the city issues its own building permit, so yes.
Do I need a county permit for a pond or water tank?
In unincorporated Ellis County, the county says any activity on property requires a permit, and it lists ponds and tanks as examples.
Can a barndominium fit on a smaller Red Oak lot?
Often, with a combined shop-and-home layout or a loft plan. We place the septic area first and fit the building around it.
