Barndominiums in a Fast-Growing Two-County City

Barndominium builders who work around Celina have to answer one question before any other: which county is the land in? Celina sits in both Collin and Denton counties, covers about 48 square miles, and is growing at a pace few Texas towns have seen. The census counted 6,028 residents in 2010 and 16,739 in 2020, and the 2025 estimate is 64,427. The Dallas Business Journal ranked Celina the fastest-growing city in the metroplex three years running, from 2019 through 2021.

That growth is exactly why so many landowners call us. Acreage on the north and west edges of Celina is getting harder to find, and the people who hold it want a home that fits rural land: a barndominium with a big shop, covered parking, porches and room for equipment. We design and build those homes, from steel-frame shells to full interior finish-out.

First, find your county line

Inside Celina city limits, the city's zoning and building rules govern what you can put on the lot. Outside the city, the permits come from whichever county the parcel is in, and Collin and Denton run their programs differently. We pull the appraisal district record and the plat before anything else so we know which office we are dealing with.

If the land is on the Collin County side

Collin County Development Services handles residential permits in the unincorporated area, and the county states there is no zoning there. Expect a septic (OSSF) permit, a driveway or culvert permit and a development permit for the house and any barn. Septic is where many parcels succeed or fail. For lots divided in 2008 or later, the county requires at least 1 usable acre, or 1.5 acres with 1 usable acre when there is a water well. Collin County also keeps homes out of the floodplain entirely: residential structures are not allowed there. In an ETJ, platting goes through the city by interlocal agreement.

If the land is on the Denton County side

Denton County requires a Development Permit for any development in the unincorporated area, and the county defines development broadly to include grading, paving, excavation and filling. A culvert permit is required for any new drive on a county-maintained road. The county's Development Services department also runs the National Flood Insurance Program locally, so floodplain review happens there. Septic permits come from the Environmental Health Division of Denton County Public Health, which reviews OSSF designs, issues permits to construct and does final inspections.

Two counties, one schedule

Because the offices differ, the paperwork order differs too. On the Denton side, a floodplain development permit and culvert permit can come before the septic permit to construct. On the Collin side, the septic evaluation by a Registered Sanitarian or Professional Engineer often decides the house footprint. Either way, we build the permit sequence into the schedule rather than finding out halfway through.

The soil under a Celina slab

North Texas clays move. The Houston Black series, mapped across the Blackland Prairies and the eastern Grand Prairie, has high shrink-swell potential and cracks that can stay open for 90 to 150 days in most years. The Sanger series, with its type location in Denton County, also has high shrink-swell potential. Whichever soil your parcel has, we want a soil report and an engineered foundation before steel arrives.

Living with growth around you

Celina's projected buildout population is about 378,000. Land that is rural today can have a subdivision or a new road next to it within a few years. We help owners think about driveway placement, setbacks, shop door orientation and fencing so the home still works when the neighbors change.

What we build in the Celina area:

  • Barndominium homes with attached shops and RV bays
  • Metal building homes with stone or board-and-batten accents
  • Shop houses with living quarters upstairs
  • Finish-out of existing steel shells

Celina Questions

My land has a Celina mailing address. Which county permits it?

It depends on the parcel, not the mailing address. Celina spans Collin and Denton counties, and each runs its own septic, driveway and floodplain permits for unincorporated land. We confirm the county from the appraisal record and plat.

Is there zoning outside Celina city limits?

Collin County states there is no zoning in its unincorporated area. Permits are still required, and plats in a city ETJ follow that city's subdivision rules. Deed restrictions can also limit metal exteriors.

Do I need a permit just to grade a pad on the Denton County side?

Yes. Denton County counts grading, paving, excavation and filling as development, and any development in the unincorporated county needs a Development Permit.

Will the growth around Celina affect my build?

It can affect access, neighbors and future roads. We plan the driveway, setbacks and building orientation with that in mind.
